Medical certificates for driving

The purpose of the medical examination carried out before the issue of a medical certificate is to ensure that the person has no medical contraindications to driving a motor vehicle and that the driver is in a sufficiently good state to be in traffic.

This service includes:

• nurse consultation
• recommendation of additional tests or examinations, if necessar
• issuance of the certificate by a family doctor, provided there are no contraindications

How is the certificate issued?

To apply for a medical certificate for a driving licence, the patient must first complete an electronic health declaration in the patient portal at www.terviseportaal.ee to assess their health status. This creates a pre-filled medical certificate application and allows the patient to see what they need to do to obtain the certificate, including whether they have any diagnoses that may prevent them from obtaining a medical certificate for the intended purpose. Whether a particular diagnosis constitutes an obstacle to issuing the certificate is determined on a case-by-case basis by the doctor conducting the medical examination, who can also view the pre-filled certificate.

During the nurse consultation, compliance with the health requirements is assessed by carrying out the necessary health checks: blood pressure, waist and neck circumference are measured, visual acuity and visual field are checked, body mass index is calculated, and blood glucose level is measured using a capillary blood sample.

For the appointment, bring along:

• personal identification document
• aids used permanently or while driving (glasses, contact lenses, hearing aids, prostheses, etc.)
• a specialist’s confirmation about the use of a medical device for the treatment of sleep apnea syndrome

If necessary, the health examination will be followed by a consultation with a general practitioner or family physician, who will issue a medical certificate based on the examination results.

Please do not eat or drink 3 hours before the blood test (you can drink plain water, if necessary).
